Sure they could. They could even depress the barrels a couple of degrees. How else would you expect to deal with torpedo bombers?

It's unconventional, but the quality of the drawing is good, and It has a certain appeal.

Well, the aircraft looks rather crude compared to the rest of the drawing.
I'd dispense with all the wires above the catapult since they're only going to get in the way of the crane and such.
Instead I'd place a second mast where you've got the aft 40mm gun and either move the gun further aft to the edge of the deck house or move it out on the beam.
You'll also need a rather larger crane for the boats.
