Why bother hiding it ? its unlikely to work and does it have to be very close anyway ?

Cant you just deploy a modified fleet oiler to within SSK range of the operating area ? You might have to provide escorts for the oiler.

Will the fact you have an oiler in the region tell them much ? Ether you have lots of them spread around the world or you are so small a navy that you will not be able to afford the special tender/good SSKs anyway ?

Personally I'd go with a stores ship, but otherwise I agree with you.
If you insist on hiding it I'd just do it out of sight of land and away from major shipping routes. The ocean is a very big place and as countless searches throughout history has shown it can be surprisingly hard to find anything that isn't transmitting.
